How do you analyze a debate motion?

Identify the motion type first, because a policy, value, regret or actor motion each sets a different burden. Define just the words that shape the round, the way a reasonable person would read them, and add a model for policy motions. Write each side's burden in one sentence, list who the motion affects, and name the two or three clashes the round is likely to turn on. Decide which clash to prepare first before writing any argument.

Motion types

What "This House would", "believes", "regrets" and actor motions each ask the proposition to prove.

Definitions and models

Defining terms fairly enough to survive challenge and narrowly enough to defend.

A worked analysis

One original motion taken from first reading to burdens, stakeholders and the likely clashes.

Start with the motion type

The opening words of a motion set the burden. Parliamentary and World Schools motions use a few standard forms; topics in Public Forum, Lincoln-Douglas and Policy are written as resolutions, but the same questions apply.

Motion typeWhat the proposition must showExample form
PolicyThe change should happen, and it beats the status quoThis House would require...
Value or beliefA claim is true or a value outweighs anotherThis House believes that...
RegretThe world is worse because something happened, compared with a world where it did notThis House regrets...
ActorA named actor should choose this, given that actor's interestsThis House, as a parent, would...

Reading the type wrong is costly. A regret motion debated as a policy motion leaves the proposition arguing about a future plan when the judge is comparing two versions of the past.

Define, then model

Define only the terms that change the debate, and define them the way an ordinary reasonable person would read them. The WUDC Debating & Judging Manual calls a definition that evades the motion's burden a squirrel; its example is defining tolls on "all roads" as tolls on major motorways only. A squirrel can cost a team the round even if its arguments are good.

For policy motions, add a model: who acts, what they do, when, and what is excluded. A model answers the questions the opposition would otherwise answer for you, and it gives your arguments a concrete mechanism to point to.

Burdens and stakeholders

Write each side's burden in one sentence. The proposition's burden comes from the motion; the opposition's is usually to show the proposition fails it, or to defend a better alternative. If you cannot write the burden in a sentence, you do not yet know what the round is about.

Then list who the motion affects, and how. Stakeholders are where extensions, second contentions and weighing come from: an argument that names who is helped or harmed is easier to compare than one that talks about society in general.

Worked example: one motion, analyzed

Practice motion: This House would let secondary students rate their teachers, with the ratings published

Type: Policy. The proposition must show the change is better than the current system of internal reviews.

Terms to define: "Rate" as a short standard survey each term; "published" as visible to students and parents at the school, not on the open internet.

Model: Results are shown per teacher after a minimum number of responses, and comments are not published.

Proposition burden: Published ratings improve teaching, or student voice, more than the harm they do.

Opposition burden: Published ratings harm teaching or teachers more than they help, or private ratings would do the same good with less harm.

Stakeholders: Students, teachers, especially new and strict ones, parents choosing classes, and school leaders who already review teachers.

Likely clashes: Whether ratings measure teaching or popularity; whether publication adds anything over private feedback; the effect on teacher recruitment.

The "publication adds anything" clash is the one to prepare first. The opposition can concede that student feedback is useful and still win if private ratings capture the benefit without the harm, so the proposition needs a reason publication itself matters.

Common mistakes

  • Defining every word in the motion, including ones nobody disputes, and leaving less time for the case.
  • A definition so narrow it removes the debate, which judges treat as evading the burden.
  • Skipping the model on a policy motion, so the opposition attacks the worst version of your idea.
  • Treating stakeholders as a list to recite rather than a source of arguments and weighing.
  • Writing contentions before writing the burdens, then discovering a contention proves something the round does not need.

A 15-minute motion analysis drill

  1. One minute: draw a motion from the free debate motion generator and name its type.
  2. Three minutes: define the terms that matter and, for a policy motion, write a three-line model.
  3. Three minutes: write each side's burden in one sentence and list four stakeholders.
  4. Four minutes: name the three clashes you expect and pick the one you would prepare first.
  5. Four minutes: give a one-minute opening that sets out the definition and burden, then repeat it for the other side.

Brainstorm in DebateOwl explores angles on both sides of a motion, which is a quick check on whether your stakeholder list missed anyone, and Ask Coach can question your burden sentence before you build a case on it.

Frequently asked questions

What is a burden in debate?

What a side must prove to win the round. The proposition's burden comes from the wording of the motion; the opposition's is usually to show it has not been met.

Can the opposition challenge a definition?

Yes, if it is unreasonable or evades the motion. Challenge it early and explain why, then debate the motion as it should have been defined.

Do I need a model for every motion?

Only for policy motions, where the proposition proposes a change. Value and regret motions need clear definitions and a comparison instead.

How long should motion analysis take in prep?

In a short prep window, spend the first few minutes on type, definitions and burdens before writing any argument. Everything later depends on them.
